Autoconfirmed users are users who have had their account for an automatically determined amount of time and have had a certain number of edits an account requires. Among the rights they have, they are entitled to edit semi-protected pages and create and edit their user page.

The only means to become an autoconfirmed user is to meet the standards that are required above. Once those standards are met, you will be autopromoted to this group.
