Manual-autoconfirm users are users who have not had their account for an automatically determined amount of time and had a certain number of edits an account requires, they were manually added to a group to bypass the autoconfirmed users requirements. Among the rights they have, they are entitled to edit semi-protected pages and create and edit their user page.

The only means to become an manual-autoconfirmed user is to be manually promoted to this group.
