This template is used for quick centering of either table contents when no other styles are required, or centering of other contents in a div. Note that in the first case, it cannot be used with other styles; otherwise this will produce two such statements which is undesired. When center is needed in a cell already containing style="text-align:center;" then you need to add manually the"text-align:center;" statement into that existing style statement.
